Jelena Surculija


Jelena Surculija graduated at the Faculty of Law, University of Belgrade in 2000. In 2005, she obtained the Master of Laws (LLM in Computer and Communications Law), at Queen Mary, University of London, UK.

Ms. Surculija works as a Consultant in Media, Internet and Telecommunications Laws, with the experience in working for BBC World Service Trust, OSCE, UNDP, Konrad Adenauer Stiftung, Republican Agency for Telecommunications (RATEL), Internews/GIPI and others.

She was the member of the expert working groups that drafted Law on Broadcasting, Law on Public Information and the Draft Law on Transparency of Media Ownership and Prevention of Media Concentration in Serbia. In addition, she was one of the initiators of the project “Freedom of expression on the Internet” with the OSCE Representative of Freedom of the Media in 2002 (Mr. Freimut Duve at the time).

In August 2004, Ms Surculija published the book “European legal framework for electronic communications – basis for development of information society in Serbia” for Internews/GIPI. At the same time, she worked as the OSCE consultant in holding trainings and Seminars for local, municipal, multilingual media on possible implementation of international media law standards in Serbia.

BBC World Service Trust assigned Jelena Surculija as legal consultant to the Council for Electronic Media in Bulgaria, where she held many lectures, seminars and in-house trainings for Council Members, employees, broadcasters and journalists on freedom of expression in traditional media and on the Internet, copyright, transparency of media ownership, media concentration, convergence and digitalization.

Since September 2006, Jelena has been a Member of the Advisory Group at Programme in Comparative Media Law and Policy (PCMLP); Centre for Socio-Legal Studies (CSLS), University of Oxford. She regularly holds lectures on Media and Internet Laws at the Faculty of Political Sciences, University of Belgrade.

Ms. Jelena Surculija is one of the founders and a member of the International Media Lawyers Association (IMLA).
